In normal people speak, the app gets sent to the browser and does the majority of its work on the local machine itself, leaving minimal need to ever talk to the Enforcer servers while running. CJIS information is specifically not sent from the client machine and stored on Enforcer servers at any time to ensure easy CJIS compliance.
